Confluence Cloud also documents formal page approvals on Premium and Enterprise plans. Reviewers can approve or request changes, and an activity log records approval cycles. Space administrators can require approval before publishing. These controls apply to pages; the cited documentation excludes live docs and blog posts. Approval and decision documentation are therefore meaningful existing capabilities to include in your evaluation.

When continuing with Confluence makes sense
Confluence deserves consideration when your organisation already works there, the decision process is understood and a maintained template with the right approval configuration meets your requirements. A named owner and reliable review routine may resolve the problem without introducing another product.
Test that approach on a real decision before assuming you need a separate system. Include the effort required to maintain templates, permissions, reminders and links when assessing the result.
When to evaluate AFOS
